Regulator Relations Committee The Regulator Relations Committee assists IAGA with reaching out to gaming regulators and gaming regulator associations including the International Association of Gaming Regulators (IAGR) and the Gaming Regulators European Forum (GREF) to foster stronger relationships between IAGA and regulators, including attendance and participation at IAGA’s conferences and other events. The Committee is chaired by CJ Fisher who is supported by co-chairs Robert Fontaine and James Maida.

CJ FISHER, Chair, is a partner in the Atlantic City office of Fox Rothschild LLP. He advises individuals and entities in a wide range of gaming licensing, regulatory and compliance matters, and has represented clients before various gaming regulatory agencies, including in New Jersey, Massachusetts and New York. He has also successfully represented casino operators in competitive license bids in several domestic and international jurisdictions.

MICHAEL FRIES, Co-Chair, is Senior Vice President, Chief Compliance Officer at Light & Wonder, Inc. Mike is responsible for the day-to-day administration and management of the Compliance Department for the Company’s worldwide Gaming, Social, and iGaming business segments. Before joining Light & Wonder, Mike was Vice President, Regulatory Affairs at Isle of Capri Casinos, Inc., a regional casino operator. Mike worked at the Illinois Gaming Board from 2001 to 2010 and was General Counsel from 2005 to 2010. Mike practiced law in Chicago, Illinois before joining the Gaming Board.

CHRISTIAN ARBEITER is the Senior Director of Product Compliance at IGT. His responsibilities include the management of IGT´s global product approvals for all land-based gaming product, including Slot Machines, AWP, HHR, and Video Lottery Terminals along with Casino and Central Monitoring Systems in over 200 jurisdictions globally. Christian is a gaming industry veteran with over 25 years’ experience. Christian’s prior roles include various leadership roles in both Product and Regulatory Compliance, across all lottery and gaming verticals.

BRUCE CAUGHILL is Managing Director (Canada) for Rush Street Interactive, a trusted online gaming company carrying on business exclusively in regulated markets. Previously, he served as Chief Legal Officer with Ontario’s Alcohol and Gaming Commission, providing key legal and policy insight in the development of Canada’s first regulated competitive igaming industry and as Vice President/Legal and Chief Compliance Officer at the Niagara Casinos, Canada’s largest casino operation.

TRACEY ELKERTON is Chief Compliance Officer for the Aristocrat Group and has more than 20 years’ experience in gaming industry compliance. In this role her responsibilities include corporate and key person licensing, regulatory compliance, product compliance, corporate governance and and non-gaming compliance frameworks such as Anti-Bribery and Corruption and AML.

CATHY JUDD-STEIN most recently served as Chair of the Massachusetts Gaming Commission and oversaw the Commonwealth’s launch of legalized sports wagering and navigated the successful closure and reopening of the casino industry during the pandemic. Prior to her appointment as the chief gaming regulator, Cathy served as legal counsel for five Massachusetts Governors, Executive Director of the Governor’s Judicial Nominating Commission, General Counsel for the Massachusetts State Treasury, and Assistant Executive Director, Director of Policy and Special Counsel for the Massachusetts State Lottery.

JAMES MAIDA is President and CEO of Gaming Laboratories International (GLI®) a global gaming testing and consulting company with 24 locations with more than 1,500 employees. He has testified as an expert witness in numerous gaming cased on both the federal and state level, including appearances before the U.S. Congress. Among his multiple accolades, he has received the New Jersey Ernst and Young Entrepreneur of the Year, received the Oklahoma Indian Gaming Association with its prestigious Modern-Day Warrior Award, has been inducted into the AGA Gaming Hall of Fame and the Mississippi Gaming Hall of Fame, and has been named one of the most influential people in gaming.

DAVID REBUCK was named by Governor Chris Christie in April 2011 to be Director of the New Jersey Division of Gaming Enforcement serving until March 1, 2024. He served in the Governor’s Office as a Senior Policy Advisor to Governor Christie from January 2009 until April 2011. Earlier he had served for 23 years as a Deputy Attorney General for New Jersey, specializing in policy guidance and regulatory reform. Rebuck earned a BA degree in political science from Gettysburg College in 1974, a master’s degree in higher education administration from the University of Vermont in 1978 and his law degree from Widener University in 1986. From1978 through 1988, he was Associate Dean of Student Life at Ursinus College and then Assistant to the President of Radford University. |
